Man Arrested For 'Upskirting' In Radnor Supermarket

Police say the suspect was doing what is known as up skirting….where you take your cell phone and secretly record up a woman's skirt without them knowing.

Court documents show the suspect has a history of doing this kind of thing.

“I didn't do anything sir," Brian Bailey said as he was taken to court.

52-year-old Bailey denied all allegations that he used his cell phone to try and film up a woman's skirt inside this Giant on Lancaster Avenue in Radnor.

Investigators said the victim said she felt Bailey was following her inside the supermarket last Friday.

“Scooched down, walking behind her with an iPhone. He had the iphone under her skirt. She was wearing a skirt at the time and this is a classic example of what you may know as upskirting," Lt. Andy Block said.

Lt. Block said Bailey once worked as an employee at a different Giant store.

He said the victim identified him through a photo after police used stills from the grocer's surveillance system, coupled with a new facial recognition software.

“We've just begun using it and this is the first investigation where it proved to be very beneficial," Block said.

Court documents showed this isn't the first time Bailey has been accused of something like this.

Block said he is on probation in Montgomery County for up skirting women at an ATM in Ambler in July 2012.

“In that situation, his phone was confiscated through a search warrant and as a result of forensic analysis on the phone at that time there were over 70 video of similar incidents," he said.

Block said they're working on getting a search warrant on his latest phone, but believes there could be more victims out there in the greater Philadelphia area.

Radnor residents who frequent the shopping complex where it happened said they're glad Bailey is off the streets.

“I'm glad he's gone and I'm glad I'm not wearing a skirt," said a woman who wished to reman anonymous.

Bailey is charged with two counts of invasion of privacy, disorderly conduct and harassment.

Police said he will remain behind bars because he also violated his probation.
