911 tape released: witness believes operator mishandled call

A man claims a 911 operator got into a debate with him over the phone when he saw a woman getting carjacked and FOX 5 has the 911 tape from the incident.

Willie Hubbard says he saw a woman in trouble so he grabbed his cell phone and called 911.

Hubbard tells FOX 5 the 911 operator got into a debate with him over the terms of the crime before any help was sent. Hubbard says it took help close to 40 minutes to arrive to the scene.

“She said sir that’s not a carjacking, that’s a theft,” said Hubbard.

Hubbard said while he watched the female motorist on the ground hollering, he could not believe the communications call taker reportedly debated the terms Hubbard used to describe what he saw.

James Conroy, interim DeKalb Police Chief, promises to review Hubbard’s complaint.

“Looking at the call information, it does appear there was a delayed response of somewhere over 30 minutes, which in my opinion is not acceptable in a carjacking case,” said Conroy.

FOX 5 talked to the female motorist and she’s still shaken from the incident. The woman was driving in a car with no air conditioning and all of her windows were down.
