Officer Faces Charges For Incident Caught On Camera

A police officer is facing charges for an incident caught on camera. In the video, he's seen grabbing a cell phone and then pushing a man near 13th and Lombard Streets.

Now one year after the incident Officer Kevin Corcoran turned himself in to Philadelphia Police Internal Affairs to face charges.

Video shows the 9-year police veteran yelling at Roderick King of Lansdale. It happened last March near the corner of 13th and Lombard.

The angry confrontation started when a group of 3 friends yelled at officer Corcoran after for making an illegal U-turn. He came back to the group when three of them started recording the 16 minute incident.

King was handcuffed taken into a police car and driven away, but a report was never written.

King wasn't arrested but now Corcoran is charged with false imprisonment and unlawful restraint.

King's attorney Kevin Mincey claims his client; a U.S. Air Force War Veteran should have never been stopped. Let alone put in custody. King and his two friends who were there that night filed a $1 million civil suit against Corcoran and the city.

"It's a scary thing when the people who are sworn to protect and serve just take liberty with their power and can throw you in the back of a car take you away and no one responds," Mincey said.

We went to officer Corcoran's home but no one answered. His attorney and police union declined comment. The police commissioner suspended Corcoran with intent to dismiss within 30 days.

King's attorney says without video the case would have never surfaced.

"It just shows the importance of recording your interactions with police officers you have a right to do it. Sometimes it's the only way to get action to be done," Mincey said.

According to court records, Officer Corcoran has been sued three other times federal court for roughing up defendants. Two of those cases were dismissed while one remains open.
