MARYLAND HEALTHCARE INVESTIGATION - Maryland's flawed Healthcare website is now the subject of a federal investigation. A federal inspector general from the U.S. Department of Health and Human Services will focus on what went wrong with Maryland's health insurance exchange. It's the first federal investigation into how millions of dollars in federal money was spent by the state, according to Rep. Andy Harris the Congressman who requested the probe. Maryland expects to spend $261 million on the exchange by the end of 2015 — more than 80 percent of it federal money. HHS says it's the worst performing state run exchange.

GOOD SAMARITAN LAW - 1:00 pm Are people who see someone overdose on heroin or other drugs not calling for help because they're more afraid of getting in trouble with the law, than they're afraid of watching a person die? A bill will be considered today by a Maryland House Committee addressing that question. "The Good Samaritan Bill" insures somebody that's OD'd on drugs or alcohol, will not be prosecuted for small possession amounts of the drugs or underage drinking. Del. John Cardin is sponsoring the bill. MD Attorney Gen. Doug Gansler will testify today during the hearing in Annapolis.

MILITARY SEX ASSAULTS - It's not everything advocates, wanted but the effort to change the way the US military handles sex assaults is taking a major step forward.
The Senate by a vote of 97-0 unanimously backed big changes in military law to curb rape and sexual assault. The changes are aimed to protect the victims and end the "good soldier defense". The moves are pat of a half-dozen major alterations on military justice. The Pentagon has estimated that as many as 26,000 military members may have been sexually assaulted in 2012. The measure now heads to the House.

MCDONNELL DEFENSE - Former Virginia Gov. Bob McDonnell’s defense is starring to come into focus after a Federal grand jury in January returned a 14-count, 43-page indictment against he and his wife that alleges they lent the prestige of the governor’s office to businessman Johnnie Williams and his company in exchange for hundreds of thousands in loans and gifts. Court filings show McDonnell had insisted that he and his wife did nothing wrong. The pre trial filings indicate McDonnell's lawyers will argue the actions the couple took on Williams behalf where personal in nature and not connected to their official roles as Governor and First Lady of Virginia. The trial is in July.
