Police hope drifter's movements solve Lyon sisters cold case

WASHINGTON - Montgomery County police have only circumstantial evidence linking Lloyd Lee Welch to Wheaton Plaza on the day the Lyon sisters disappeared 39 years ago.

With a media blitz and the release of numerous photographs, cold case detectives are now hoping to find solid evidence that will close the case and solve a very troubling mystery.

FOX 5 spent hours Wednesday searching files in three different states trying to learn as much as we could about Welch.

We found him on the sex offender registry in South Carolina. And we found he appealed his sexual assault case in Delaware where he claimed his lawyer did a poor job defending him.

And although Montgomery County police say Welch was convicted of sexually assaulting a 9-year-old in Prince William County -- there is no record of it.

Cold case detectives have spent months tracking the drifter’s movements and by releasing numerous details about him, hoping to find the key that unlocks the mystifying disappearance of two little girls.

"These are the kind of cases you have a responsibility to continue to look at, and especially with technology changing, with new information coming about, our cold case squad closes cases every year and it's an important responsibility to do," said Montgomery County Police Chief Tom Manger Tuesday.

In a nine-page list of information and photographs, police revealed dozens of news details. It includes the address in Hyattsville where Welch was living in March of 1975 when the Lyon sisters disappeared: 4714 Baltimore Avenue.

In hopes of discovering new details about his life, police also revealed Welch spent a considerable amount of time hanging around a building, known as The Castle in Forest Glen, which is by the railroad tracks where he was known to walk between Kensington and Silver Spring.

On March 25, 1975, Sheila and Katherine Lyon left their Kensington home and walked to Wheaton Plaza where they were going to have lunch at the Orange Bowl. They were seen at the mall by several people, including their older brother, and were last seen walking down a nearby street.

"The family deserves justice and these girls deserve a proper burial frankly," said the chief.

In doing our records check, Montgomery County police could not explain a discrepancy in the timeline they provided to reporters.

It says Welch was convicted of sexually assaulting a 9-year-old girl in 1995 but the commonwealth’s attorney in Prince William County, Paul Ebert, could not find a record of the crime or even Welch's name in their files.
