Ga. faced iced roads as recently as 2011

ATLANTA (AP) - Traffic becomes impossible. Tractor trailers jackknife on interstate highways. Roads freeze over.

Three years before a storm brought Atlanta to a standstill this week, public officials confronted very similar problems with snow and ice.

Georgia's Emergency Management Agency even updated its emergency plans to incorporate the lessons learned in 2011. Its advice may haunt state officials: Winter storms can fluctuate and may become severe with little warning.

Gov. Nathan Deal apologized Thursday for the government response to Tuesday's storm and says the state will study how it can do better in the future.

The conclusions reached will almost certainly end up in future storm plans.
