MARYLAND STATE OF THE STATE - 12:00 If Maryland Governor Martin O'Malley does indeed run for President, it's likely you'll see clips of the speech he'll give today popping up in a commercial or two. This is O'Malley's last State of the State Address before he leaves office next year.  Expects a "greatest hits" style rundown on some of the big issues he's passed thru his Democratic General Assembly: Marriage Equality, Gun Control, Transportation Funding. Probably not as much talk about the tax and fee hikes the state has seen.  He'll also push for a minimum wage hike, expanding Pre-K & fixing MD's healthcare.

VIRGINIA TO DROP SAME SEX MARRIAGE FIGHT - Virginia's Democratic attorney general Mark Herring will announce today that he believes the state's ban on same-sex marriage is unconstitutional and that Virginia will ask a federal court to strike it down.   A spokeswoman for Democrat Mark R. Herring says he  thinks the ban is unnecessary and plans to file a brief on behalf of two same-sex couples in Norfolk who are challenging the ban, which was approved by voters in 2006, 57 percent to 43 percent. New Democratic Gov. Terry Mcaulife has said  he supports marriage equality.

DC MEETS THE MAYOR - 5:15 American mayors have descended on DC for their annual convention and they are Ina fairly optimistic mood about the economic prospects for 2014. The U.S. economic expansion will be stronger metro areas this year than it was in 2013, the U.S. Conference of Mayors says in a new report.  Washington DC is one of those cites poised for growth (helped by the enormous footprint of the federal goverrment in the city). Later today the Mayors head to the White House to meet with the President.  DC Mayor Vince Gray who was part of a smaller meeting with Obama last month will attend.

OBAMA: NICE GUY/ SO SO PREZ? - The Associated Press and GFK polling are out with a new survey this morning showing Americans mixed take on the Presidency of Barack Obama.  In short, mother like him personally but have only average reviews of his time as Commander in Chief. A majority of 58% say he's very or somewhat likable. That's up a whopping 9 points from October, just after the shutdown.  But his Presidency? Notsomuch. 42% describe his presidency as below average or poor.  Going forward there are also doubts about his decisiveness and honesty that persist. 55% say they don't find him particularly inspiring.
