DC Police Chief Cathy Lanier addresses investigation on officers

D.C. Police Chief Cathy Lanier stepped in front of the camera for the first time to address the investigations into two of her officers.

One has been accused of producing child porn and the other alleged of prostituting a minor.

Chief Lanier would not go into specifics on the two investigations, instead saying her department is doing a "deep dive" into the backgrounds of both men, their history on the force and how they were hired.

The chief says what has happened in the last week has not only shaken the confidence of the citizens, but the morale of the force as well.

"It only takes one cop to do one thing like this to shake everybody in our community,” said Lanier. “But I've got to remind you the hard part for all of us is I have had three cops shot in the line of duty this year putting their life on the line to protect strangers because that's what the 99.9 percent of my police department does every single day. And as much as that’s hurtful to hear that for us, that’s why we strive so hard for this not to happen.”

So far this week, three officers have been placed on leave or a non-contact status:

Officer Marc Washington for allegedly taking nude pictures of a 15-year-old girl while on duty in uniform.

Another officer for allegedly tipping him off to the investigation.

And a third officer for allegedly running a house of prostitution out of his apartment on Stanton Road in Southeast D.C. when a 16-year-old girl says the officer was her pimp.

“Did we miss something in the recruiting process, in the hiring process, in the background process? Did we hire the right people? Because that's our concern. Are we hiring the right people? Are we screening out things that we should be?” Lanier said.

The officer under investigation for prostitution was hired in 1989 and Washington was hired in 2006.

"I have had conversations with at least two dozen officers in the past week who are infuriated that one of their colleagues would engage in behavior that has been alleged,” said Lanier.

The unnamed officer under investigation for prostitution has been on limited duty since September a year ago and has not been on patrol.

According to two search warrants filed in the case, a 16-year-old girl claims the officer was going to pimp her for $80, took nude photos of her and gave her the name "Juicy.”

The unnamed officer has not been arrested.

A judge has ordered Washington to be released on Monday after he surrenders the deed to his home, and he will be placed on 24-hour house arrest while wearing a GPS monitoring device.
