TUCSON, Ariz. (AP) - A proposal to give a university tuition discount to some immigrant students in the United States illegally has been rejected by the Arizona Board of Regents.

The board on Thursday rejected Regent Dennis DeConcini's proposal, with other regents saying the proposal wouldn't survive a legal challenge.

Students not in the country legally have to pay out-of-state tuition rates, which are much higher than in-state rates.

Arizona law prohibits providing in-state tuition rates or state-funded financial aid to students not legally in the country.

DeConcini's proposal would have created a new rate of 110 percent of in-state tuition for so-called "dreamers" in the federal program for deferred action from deportation.

Maricopa County's community college district has been sued by Attorney General Tom Horne over its giving in-state status to "dreamers."
