Proposition 13: The Landmark 1978 Tax Initiative

Any thought of weakening Prop 13, the landmark 1978 tax initiative, should be politically unthinkable. We should never forget that in the 1970's, prior to Prop 13, Californians were losing their homes in record numbers to ever higher and higher property taxes.

Proposition 13 ended this travesty by putting a cap on the amount property owners could be taxed. Some politicians like Jerry Brown, who was governor at the time, were against it -- but soon realized it was the will of the people. A wrong had to be made right.

Over the years politicians have blamed Prop 13 almost every time there is a revenue shortfall that threatens their pet projects. Still Prop 13 has remained inviolate until now. Suddenly however in this current two year legislative session, six bills have been introduced that are no less than a direct assault on Prop 13. These bills, in various ways, embody lowering the voter threshold to raise property taxes from two-thirds majority to fifty-five percent. The unfortunate result of lowering Prop 13 safeguards would be that tax-and-spend politicians would jump at the chance to propose new taxes on property. Already Senate Leader Steinberg says he backs changes to Prop 13. 

Governor Brown: You finally came out in favor of Prop 13 when it was passed in 1978. Do not flip flop. Prop 13 has worked well.  

Governor Brown – make sure it is left alone. We do not need more taxes.

    Hell on earth, that's how some doctors describe Recessive Dystrophic Epidermolysis Bullosa also known as E.B. It's a horrible genetic disease that Nicky Zahorcak was born with. A lot of his skin is raw, the slightest touch can cause blisters that quickly spread. He says, "Right now, all the bandages that you see everywhere even on my sides, they're all raw skin." His mother Silvia says very few people know about this rare condition and she wants to change that.
