About 1,000 Virginians enrolled in health plans through the federal and state insurance marketplace during its first month.
The enrollments occurred from Oct. 1 through Nov. 1 as the federal government struggled to overcome flaws in the electronic system it operates in Virginia and 35 other states.
Gov. Bob McDonnell decided last year the federal government would run the marketplace in Virginia.
Advocates tell the Richmond Times-Dispatch they expect the Virginia numbers to increase, with more than 32,500 people eligible to purchase insurance in the marketplace.
The Obama administration is promising improvements in a federal website so balky that enrollments in October totaled fewer than 27,000 in the 36 states.
