Sandy-spawned snow was wake-up call in western Md.

A year after Superstorm Sandy, officials in far western Maryland say they're better prepared for a catastrophic blizzard like the one that left many residents snowbound and without power for more than a week last October.
Garrett County emergency management chief John Frank says first-responder communications have been upgraded, and procedures that caused confusion and delays after the 2 1/2-foot snowfall have been revised.
Frank says he aims to finish work within a month on a new emergency operations center at the county airport. During the crisis, officials worked out of a makeshift command center at the county courthouse.
The governor's office appointed Frank in February after criticizing the performance of his predecessor, Brad Frantz. Frantz has said county agencies did an exemplary job after the storm
