PD: Man flees collision, believed to be drunk

GLENDALE, Ariz. -

A 57-year-old man was arrested after police believe he hit a vehicle while intoxicated on Thursday.

Police say Tommy William Ragan was driving a vehicle near Glendale and 35th Avenues when he collided with another car during a left hand turn.

The driver of the second car had a broken knee cap and a cut to the bone of his thigh.

Ragan allegedly fled and was followed by a witness.

According to a police report, Ragan had watery, bloodshot eyes, smelled like alcohol and had poor balance when they spoke with him.

He allegedly admitted to drinking, but refused field sobriety tests.

Ragan faces charges of aggravated assault and failure to stay with an injury.
