HARTFORD, Conn. (AP) - An independent arbitrator has recommended pay raises for Connecticut state police in a proposed contract that now goes to the state legislature.

The proposal calls for a 2 percent raise for the current fiscal year and a 3 percent raise for the following year. The arbitrator's ruling was issued Friday and obtained Tuesday by The Associated Press through a public records request.

State police have been working without a contract since July of last year. The new contract would run from July 2012 through June 2015 and include no raises for the first year.

The proposed contract will go before the legislature when its next session begins in February and would cover 1,072 troopers, sergeants and master sergeants.
