He is just a puppy -- three or four months old. But little Dexter has suffered through something awful.

A person driving through downtown Fredericksburg saw the whole thing. Beate Begley from the Prince William County Animal Shelter explained it to FOX 5.

"They did observe an individual throwing something off a second story balcony," said Begley.

It turns out it was a puppy. His leg had been broken in at least four places.

Dexter had to have emergency surgery. It was paid for by the Prince William Humane Society. Now, they are trying to raise the $2,600 to cover the cost.

They are also trying to launch an investigation and find a good home for Dexter, who is a Collie mixture.

For now, Dexter has to rest. His recovery will take six weeks.
