BALTIMORE -

The National Transportation Safety Board has issued a preliminary report on the accident that sent a 24-year-old Dunkirk, Md., woman over the Chesapeake Bay Bridge and into the water below.

The NTSB report says the 29-year-old driver of the tractor-trailer that slammed into the back of Lake's car, pushing it up over a concrete barrier into the bay, has worked for a Canadian company only since April. Without naming him, the report says the trip was the first time he had driven in the United States alone without being paired with a more experienced driver.

The victim, Morgan Lake, managed to swim to safety.

Lake's lawyer, Wayne Cohen, says, "It's very difficult to comprehend why this driver was sent over the Chesapeake Bay Bridge on his very first solo trip."

He tells FOX 5 Lake is starting to heal physically, but is having a rough time emotionally. He says her focus now is to work towards making the Bay Bridge safe for everyone who crosses it.
