Rep. Elijah Cummings says a suspicious substance at his Baltimore district office has been deemed safe.

Cummings says staff arriving at the office Wednesday morning found a putty-like substance on the front door. Police and the FBI tested the material, and a bomb technician determined it to be non-explosive.

The staff was advised to stay out of the building.

Cummings says the FBI is doing tests and collecting evidence, and that the staff will be able to enter the building once that's done. Cummings, who was in Washington Wednesday morning, says he'll be at his Baltimore office to discuss the matter later Wednesday.

It's not clear what the substance was.

The Maryland Democrat joined Congress in 1996 and is the ranking member of the Committee on Oversight and Government Reform.
