Metro balking at repair plan for Silver Spring Transit Center

ROCKVILLE, Md. -

Officials from the parent agency of Metro are balking at Montgomery County’s plan to fix the still-unopened, 120-million dollar Silver Spring Transit Center.

Metro officials are concerned that concrete in the building is continuing to crack even with no buses and no cars using the three-level structure.

County officials want to move ahead with a remediation plan that could have the transit center open – in the most optimistic circumstances – by the end of the year.

Engineers at Metro told the Montgomery County Council they favor extensive testing of the building first. But David Dise, the county’s director of building design and construction, estimated the testing that Metro wants would take 12-18 weeks, and cost as much as $800,000. Dise also told the Council the testing would be “inconclusive.”

In the past week, officials at Metro have sent two sharply-worded letters to Montgomery County, prompting some elected officials to wonder out loud whether Metro is simply laying the legal groundwork for an ultimate refusal to accept operation and maintenance responsibilities of the building.

At a Tuesday briefing on the project, Councilmember Roger Berliner told Metro engineers in a somber tone: “Our county, obviously, wishes this never happened. It’s embarrassed. And is doing everything it knows how to get this right. And, I’ve got to tell you, it isn’t really clear to me that you guys [at Metro] are really working with us.”

Officials from Metro and the County plan to continue talks about the dispute over the next few days.
