Not one -- not two -- not even three. A valley man is now in jail for possibly his 7th drunk driving arrest. Three of those arrests were in the last 6 months alone.

Arizona has the toughest drunk driving laws in the country. So how does this menace end up out on the streets time and time again?

Right now, because of his history, the defendant is behind bars with no bond. But it took 7 DUI arrests to get there.

One, two, three DUI arrests since January. Police say that makes a total of 7 DUI arrests for Michael James Hoover in the last 4 years.

"This is really not normal," says DUI attorney Scott Maasen.

Maasen does not represent Hoover, but he says some of his previous arrests were misdemeanor DUIs that carry a sentence of up to 6 months in jail.

"We kind of have to look at all of these, what's a misdemeanor what's a felony."

He points out that 3 of Hoover's DUI arrests came in the last 6 months, too recent to work their way through the system.

The most recent case was a felony because Hoover was allegedly driving on a license suspended from his prior DUI arrest. The state asked for no bond and they got it.

"They're trying to say, look, judge, at what point is this guy going to go out and kill somebody," says Maasen.

No one answered at Hoover's home. Court paperwork says he lives with his mother.

With no bond, he won't be out of jail anytime soon.

The county prosecutor's office says if he's convicted on these felony charges, he faces serious prison time.

"We're the hardest in the country period, no one would disagree with me on that," says Maasen. "Our laws in Arizona are set up to hammer people like this ultimately, but you know it takes a little time to do that obviously."

A felony DUI arrest carry anywhere from 4 months to almost 4 years in prison. Maasen says there are other legal maneuvers that could mean more time for Hoover.
