DC Council set to vote on scratch-off contract

The D.C. Council is set to consider a contract to provide scratch-off lottery tickets in the city that does not meet a requirement that local businesses get 35 percent of the deal.

Councilmember Jack Evans says he plans to vote against the contract on Wednesday and will urge his colleagues to do the same. Evans chairs the committee that oversees the District of Columbia Lottery.

If the council were to disapprove the contract, the district would stand to lose $148,000 a day once the current instant-ticket contract expires on July 20.

The proposed $9.7 million contract with Scientific Games International has been heavily criticized for failing to give a big enough slice of the pie to local businesses. Scientific Games contends that it's unable to meet the subcontracting goals.
