Carload of changes to Virginia laws

Posted: Updated:

Ready or not, Virginia motorists, new laws now affect the way you drive and how much it costs to do it.

The state's sweeping new transportation funding law took effect Monday, changing gasoline and diesel taxes, imposing annual fees on hybrid and electrical cars and boosting retail sales taxes. A stiff new ban on texting while driving also took effect.

In other changes, public schools across the state will start receiving letter grades from A to F on how well their students perform, just as schools grade pupils. And concealed weapon permits will no longer be open for public inspection.

Of the 807 bills the 2013 General Assembly passed, Gov. Bob McDonnell signed and that become Virginia law, 742 of them took effect on Monday.
