A 3-year-old girl from Southeast Washington is recovering from a gunshot wound to the leg as police release surveillance video from cameras that captured the shooting and two suspects in the act Thursday night.

An older brother says Aisha Brown was still being cared for at Children's Hospital Friday.

"It's messed up," Deandre Brown tells FOX 5 News. "My little sister got shot because somebody's acting stupid."

The shooting along Elvans Road near 24th Street around 6 p.m. Thursday left neighbors in shock.

"I was outside planting flowers," says community activist Claudia Harrison. "And we heard, ‘pop, pop, pop, pop, pop. Several shots. And we ran into the building. But that child, sitting on her balcony, to be shot like that is uncalled for. The community is outraged."

For the past five months, D.C. police have assigned a patrol officer at that location -- around the clock. Clearly not a sufficient deterrent.

"There are just so many guys out here with firearms and they're just completely irresponsible," says Robin Hoey, Commander of MPD 7th District. "They shouldn't have them. And we just have to do the best that we can do to get them off the streets. That's what we do."

Last September, a 36-year-old man from Upper Marlboro, Md., was shot dead inside an apartment there.

In late April two years ago, at this very same intersection, D.C. police shot and killed a man who allegedly pulled a gun on them.

As for Thursday night's gun violence, one man who lives in the community summed it up this way: "A random bullet can hit anyone. So I'm not shocked at all. Because I thought it was going to happen sooner or later, unfortunately."

The Metropolitan Police Department seeks the public's assistance in identifying two persons of interest in connection with an Assault with a Deadly Weapon which occurred on Thursday, May 9, 2013, at approximately 6:06 pm, in the 2400 block of Elvans Road, SE. The subjects were captured by surveillance cameras and are depicted in the video below.

The person of interest is shown in this video:
