DC woman killed in hit-and-run near church remembered at candlelight vigil

Hundreds of people gathered in front of New Samaritan Baptist Church in Northeast Washington Tuesday night, just steps away from where a hit-and-run driver killed 71-year-old Ruby Whitfield in the crosswalk on Florida Avenue and 11th Street last Thursday.

The vigil also brought out Mayor Vincent Gray, who promised the crowd new traffic measures like flashing lights.

D.C. police arrested 32-year-old Joel Bromwell of Annapolis, Md., about 10 blocks from the crash site and he is charged with involuntary manslaughter.

Court documents show his blood alcohol content was over the legal limit.
