A new order has been signed order that keeps the salaries and benefits of Detroit's mayor and city council members unchanged when Michigan's new emergency financial manager law takes effect on Thursday.

This was the first order issued by Kevyn Orr, the city's new Emergency Financial Manager who started work on Monday.

Orr signed the measure that keeps their pay intact but the order can be modified, rescinded or replaced at any time. The new law which is scheduled to take effect March 28, immediately scraps the salaries of elected leaders in cities and school districts with emergency managers.

In a release Orr said, "Detroiters need their elected representatives on the job and working collaboratively toward the solutions that will solve our immediate financial crisis and position the city to grow and thrive." Orr added, "I wanted the first order issued to reaffirm how important the Mayor and City Council members are to Detroit's turnaround."

With an estimated deficit of $327 million, Detroit is currently the largest city in the country operating under state control.
