The Frederick County State's Attorney is reviewing the case of three off-duty Sheriff's Deputies who have been implicated in the death of a man with Down syndrome.
Robert Ethan Saylor collapsed after he was handcuffed following an incident at the Westview Cinema in January. The medical examiner has ruled his death a homicide by suffocation.
Sheriff Chuck Jenkins says he expects the case to go to the grand jury. In the meantime, he is reviewing training to see if changes are needed to prevent a future tragedy.
"We will be looking at training to see if more is needed, but this issue goes beyond training," Jenkins says. "We have to take a look at all that to make sure something like this doesn't happen in the future."
Lt. Scott Jewell, Sgt. Rich Rochford and Deputy 1st Class James Harris are on paid administrative leave pending the outcome of the State's Attorney review.
