
grahamwone.comD.C. Councilmember Jim Graham is fighting back against an ethics panel that found he violated the city's code of conduct when he intervened in the lottery contracting process.
Graham has filed a lawsuit against the District of Columbia's Board of Ethics and Government Accountability. The board found wrongdoing by Graham but declined to punish him because his actions occurred before the board was created.
Graham also says he'll challenge an effort by Council Chairman Phil Mendelson to formally reprimand him. He wants the council to pursue a censure, which is a more serious sanction but would give him an opportunity to defend itself.
The ethics board found that Graham improperly offered to support a developer's bid for the lottery contract if the developer would drop out of another project.
