A bipartisan group of House members announced a deal Thursday on sweeping immigration legislation, a breakthrough that could boost chances for one of President Barack Obama's top second-term priorities.

PHOENIX (AP) - Arizona Gov. Jan Brewer says she won't change her mind and allow illegal immigrants granted legal status by President Barack Obama get driver's licenses.

Brewer's comments Monday came after she was asked if she would change her mind following a January clarification by the Department of Homeland Security. That memo says young immigrants granted "deferred action" status are legally in the country.

Brewer says that didn't clear it up for her and she's standing behind her August executive order barring them from getting licenses.

Obama in July said people younger than 30 brought to the U.S. before they turned 16 could apply for deferral. They will be granted work permits and Social Security numbers.

Brewer's decision sparked a federal lawsuit by some people denied licenses that is pending.
