D.C. Councilmember Jim Graham says he is not resigning. Earlier this week, the D.C. ethics board found evidence that Graham violated rules when it came to a lottery contract deal. But at the same time, the board said it was dismissing the case.
"I never promised a quid pro quo that I can recall," Graham said. "Some people may have recalled it, others don't recall it. I don't recall it ever happening. But even if I did, there was no crime."
Graham says it is time to put the issue to bed.
"Let's be very clear about this, no law was broken," he said.
Meanwhile, Councilmember Tommy Wells sent a letter to Council Chairman Phil Mendelson asking that he establish an ad hoc committee to look into Graham's actions.
