If you live in a city, the sound of a car alarm becomes all too familiar.

But now a D.C. council member wants to change that.

Jim Graham is proposing to restrict car alarms.

If it passes, any car alarm that goes off will have to automatically turn off within five minutes.

If it doesn't, police will have the right to tow the noisy car.
