Dog Found Frozen to Ground in Kensington

Seventeen degrees was how cold it was on Saturday night when a pit bull mix was left out all night in the cold and died.

The body of the dog was found lying halfway in a dog house frozen to the ground on the 3000 block of Water Street in Kensington. Pennsylvania SPCA officers made the horrible discovery Sunday night after neighbors complained. The owners of the property were nowhere to be found.

"It makes me want to cry. I hate animal cruelty. I do, it hurts my heart" says neighbor Anilis Nunez.

 Just a few houses away, animal welfare officers raided another home. This time they had to corral two dogs out of a filthy abandoned house.

"The whole house is filled with feces, trash inside, furniture turned over. It's a total mess inside" said George Bengal, Director of Law Enforcement for the Pennsylvania SPCA.

Officers confiscated a tiny Chihuahua mix and a pit bull.  A weighted dog collar was also found in the house similar to what is used in dog fighting training.

"They use weighted collar, heavy chains around their necks. They will carry that around for extended periods of time and build strength up like a weightlifter" said Bengal.

Some neighbors complained of the smell but had no idea dogs were living in such horrible conditions--in bitter cold weather.

"That's horrible that's (messed) up. Excuse my language but I don't even let my own dogs outside" said neighbor Fanzo Cruz.

PSPCA officers are trying to track down the owners of both properties. They could be charged with animal cruelty.
