DC mayor opposes budget autonomy charter amendment

WASHINGTON -

District of Columbia Mayor Vincent Gray says he opposes the D.C. Council's plan to grant the district budget autonomy through a charter amendment.

The proposal is an end-run around Congress. The council wants voters to approve a charter amendment that would allow the district to spend its local tax dollars without Congressional approval and reset its fiscal year.

Congress would have to pass a disapproval resolution to stop the charter amendment, and President Barack Obama would have to sign it, which supporters say is highly unlikely.

Gray strongly supports budget autonomy. But he says in a letter to the council that he's concerned the charter amendment would be illegal. He says he doesn't want to subject the district's budget process to a long and unpredictable court battle.
