Who is Jill Kelley?

Jill Kelley, the attractive, young socialite who alerted the FBI to threatening emails from David Petraeus' apparent mistress, is well-known on the Tampa social scene.

"Outgoing!" said Aaron Fodiman, owner of Tampa Bay Magazine. "If you looked it up in Webster's, there would be a picture of her."

Kelley, 37, and her husband, Dr. Scott Kelley, have been featured in Tampa Bay Magazine at least three times, attending charity galas where the guest list also included high-ranking officers from MacDill Air Force Base.

Fodiman, who attends countless society events to take pictures, says it's not unusual that Kelley and her husband are friends with Petraeus. He says South Tampa social circles often include brass from MacDill and "movers and shakers" from the community.

One photograph that has surfaced shows Petraeus at the Kelley's Bayshore Boulevard home at a Gasparilla party two years ago.

Fodiman says his relationship with the Kelleys went beyond photography for his magazine. He says they are friends. He says he hasn't spoken with them since the story broke, but just about everyone is talking about them.

"I can only say that if Jill made a complaint to the FBI, you can be sure that somebody went over the line with her."

A close associate of Petraeus told the Associated Press that he considers Kelley a family friend and not a romantic interest.

What is an unpaid social liaison?

The Gasparilla picture that shows Kelley, standing with her husband Scott, former CentCom commander David Petraeus and his wife, is proof the South Tampa socialite had access to the highest rungs of the power elite at MacDill Air Force Base.

"She's absolutely charming, delightful, always impressing other people, phenomenal hostess,"  Fodiman said.

Kelley, who lives in a Bayshore Boulevard mansion, has been linked to the Petraeus affair scandal. It's believed she received harassing e-mails from Petraeus' mistress Paula Broadwell.

An investigation by the FBI into those e-mails eventually revealed the Petraeus-Broadwell relationship and led to his resignation as director of the CIA.

Now many are asking, who is Jill Kelley and what exactly is an "unpaid social liaison" to MacDill Air Force Base, the title attributed to her by the Associated Press?

"They traveled about, they participated, they sponsored they were involved and everybody loved being with them because they were such a lovely couple," said Fodiman.

He says it's not unusual for South Tampa socialites like the Kelleys to hang around leaders at MacDill, and that brings us back to the "unpaid social liaison" role.

Several calls to the public affairs offices at MacDill, Central Command, Special Operations Command and even the Department of Defense did not yield an answer. It is believed Kelley worked with those who work at "Coalition Village" at MacDill, an area on base where foreign workers come to assist in the war on terror. It's not clear yet what role she may have played.

One thing is clear: Jill Kelley lived her life at the best parties in town and in the pages of publications like Tampa Bay Magazine. Now she's on the front pages of newspapers around the country.

"I am sure that they are absolutely shocked to find themselves in the middle of this international situation," Fodiman said.
