Delaware State Police say they have arrested a man for his seventh DUI offense after an accident on Interstate 295.
The incident happened Friday shortly before 9:00 pm.
Officers say 31-year-old Samuel Phipps of New Castle was heading southbound on Interstate 295 when he drove his vehicle off of the left side of the roadway.
When troopers responded they say Phipps appeared to be impaired.
Phipps admitted to smoking marijuana that had been dipped in PCP prior to driving.
Authorities say that Phipps told troopers the accident was caused after he swerved to avoid an elephant he saw running in the path of his vehicle.
Phipps is facing his seventh offense for DUI and Failure to Have Required Insurance.
