Elderly man accused of shooting neighbor in the face in Troy

It's been a back and forth battle for years according to neighbors on Atlas Street in Troy, and Friday night it came to a head.

"The guy was just sitting on his porch," one neighbor told us.  "My neighbor asked him if he shot him and he said, 'Yeah, I did.'"

73-year-old David Keats is accused of pulling the trigger.

Police said it started when Keats let his dogs out.  The victim, 52-year-old John Scislowicz allegedly yelled at the dogs to quite down and then kicked his fence.  Keats is accused of running towards Scislowicz yelling "Don't tell my dogs to shut up" and shooting his neighbor in the face.  He allegedly squeezed off three more rounds as Scislowicz ran away.

When police arrived, Keats was sitting on his porch with his unloaded gun behind him.  He was arrested and charged with attempted murder, but released on a $1 million personal bond.

With a personal bond you don't have to put any money down to get out of jail.  You just sign a promise that you'll show up to all of your court dates.

"This neighbor has been [expletive] with my father for last few years over there," said Walter Keats. "Totally in disbelief that my dad would do anything like this."

Walter Keats said his dad is staying with other family members because he's not allowed to go home, but neighbors who off camera described the elder Keats as a miserable, unstable man fear that court order won't stop him.

As for Scislowicz, we're told he's been released from the hospital and is now home recovering.
