McDonnell breaks ground on I-95 Express Lanes

DALE CITY, Va. -

Gov. Bob McDonnell was in northern Virginia to break ground on the region's latest large-scale road construction project.

The state is kicking off construction on its $940 million I-95 Express Lanes Project. Existing HOV lanes on I-95 will be converted to use by carpoolers and those willing to pay tolls that will fluctuate based on traffic.

The project will widen the existing lanes from two to three, and will extend the lanes nine miles south into Stafford County.

Ninety percent of the project is privately financed by contractors who will recoup their money by collecting tolls on the road for the next 73 years.

The project initially called for the lanes to extend all the way to the District of Columbia, but Arlington County balked at participating.
