RICHMOND, Va. -

The Virginia Department of Transportation has reached agreement with a private partnership on a $925 million project to build 29 miles of express lanes on Interstate 95 from Stafford County to Fairfax County.

Gov. Bob McDonnell said Tuesday work will begin in early August. He said the work will support nearly 8,000 jobs over the life of the project through 2014 and stimulate $2 billion in economic activity.

The 95 Express Lanes LLC is a joint venture between Transurban DRIVe and Fluor Enterprises Inc.

The express lanes will be free for vehicles with three or more people. Vehicles with fewer than three passengers can choose to pay a toll or use the general purpose lanes for free.
