A National Guard officer has lodged a complaint with the Army alleging top National Guard commanders approved improper helicopter flights to football games, an award ceremony, and a state trooper graduation.

FOX 5's I-Team found some of those trips were made to Adjutant General Jim Butterworth's own high school and one trip included Butterworth's father as a passenger.
