Cook County State's Attorney Investigator Frank Cupello wasn't interested in talking to us when we stopped by his home in Kildeer last February, wanting to know how he was able to live in this affluent area of Lake County for nearly two decades, yet vote in West Suburban Elmwood Park, 26 miles from his home, using his parent's address.
We're not the only ones asking that question. FOX Chicago News and the Better Government Association have learned that Cupello's boss, Cook County States Attorney Anita Alvarez (citing a potential conflict of interest) has turned the case over to Illinois Attorney General Lisa Madigan. A spokesperson for Madigan says they believe the case warrants a full criminal investigation, which is now being conducted by the state police.
And given that he's under investigation for multiple felonies, we were surprised to find Cupello still on the job in the State's Attorney's office, blowing off a stop sign outside the Rolling Meadows Courthouse recently to avoid our camera. A spokesperson for Alvarez says that's because the alleged vote fraud did not happen while Cupello was on the clock.
The BGA's Andy Shaw says that doesn't make sense.
"If your job is to enforce the law, and you allegedly break the law, there's got to be consequences while the case is adjudicated," Shaw said.
We also have more information that might explain why Cupello was voting in Elmwood park. Sources tell us Elmwood Park Mayor Pete Silvestri played a key role in helping Cupello get his job with the county. Silvestri says he doesn't remember, but may have given Cupello a recommendation.
