D.C. Police Make Arrest, Use Video as Evidence

WASHINGTON, D.C. - Video posted on YouTube shows a wild fight between two groups of D.C. girls, many of them armed with rocks, sticks, belts and a knife.

It happened last Saturday at an apartment complex on Jay Street Northeast. For more than five minutes, the recording shows several girls chasing each other. Threats are made and then someone gets hurt.

So far, two arrests have been made and there may be more to come.

D.C. Police say the fight began with a dispute between two groups of girls from different neighborhoods. It ended with an adult using her car as a weapon, attempting to run over two people on a sidewalk.

The tape is filled with taunts, screams and threats. All of it is now under review by detectives who are using it to pursue further charges.

The tape begins in what appears to be the common area of an apartment complex in the 3700 hundred block of Jay Street Northeast. The person operating the camera can be heard laughing, then alerting others that someone has a knife.

At one point, you can see an adult with a belt. Other girls have rocks and sticks.

D.C. Police don't know who shot the video or who put it online, but they are happy to have it.

"I think this video is just outstanding evidence for us to proceed with our case," said Commander Robert Contee.

In this new age of social networking sites where all kinds of pictures and videos are posted, it's not uncommon for police to not only find them but use them as well.

"You can Google or YouTube 'fights' and any type of fights, and come across various incidents that occurred over in paradise," said Cmdr. Contee.

But in this case, the evidence is there for all to see.

And then, there are screams as a car comes into the picture, driving the wrong way on a one-way street at a high rate of speed. The camera shows a young boy limping away injured.

"She was placed under arrest on the scene by one of our officers and she was presented by the U.S. Attorney's Office for prosecution," said Cmdr. Contee.

According to court papers filed in the case, Latoya Twyman was involved in the fight, and had three juvenile girls in the car with her.

Twyman was been charged with assault with a dangerous weapon as well as reckless driving. A juvenile has been charged with slashing Twyman's tires so she couldn't leave the scene.

Now with the video in hand, investigators are looking to pursue further charges. It's an investigation made somewhat simpler with the assistance of YouTube and the person who decided to post it there.
